Procurement outsourcing is often presented as all or nothing. In practice, the best results come from a clear line between work that needs your judgement and work that needs reliable execution. Draw that line well and your team spends its time on suppliers, negotiations and stakeholders. Draw it badly and you either lose control or outsource the wrong things.
Three questions help sort procurement activities. How high is the volume? How much judgement does the work need? And what is the cost of a mistake?
High-volume, rules-based activities with a clear definition of “done” are the best candidates for outsourcing. Activities where judgement, relationships or authority matter most should stay with you.
Some activities sit in between: technical evaluation coordination, tail-spend buying, and savings validation. These work well outsourced when the criteria are written down and the decision stays with you. A useful test is whether your best buyer would be comfortable handing the work over with a one-page checklist. If so, it can usually be outsourced.
The most common failure is not a bad vendor. It is unclear ownership. Write down who decides, who executes and who is informed for each activity. A strong outsourcing model keeps strategic ownership with a named person on your side and hands defined activities to the provider.
Whatever you outsource should have a target turnaround, a way to measure it and a route for exceptions. If you cannot measure the activity today, measure it for a few weeks before you hand it over. Otherwise you will not know whether the change helped.

Compliance management is very critical as otherwise the procurement organization may run into a scenario where there is a huge gap between realized savings and reported savings. Many procurement functions estimate large savings numbers when contracts are signed. They also invest significant time and effort in negotiating contracts for necessary goods and services, only to have a third or more of their purchasing dollars flow outside those deals. Some of the obvious fall-outs of non-compliance and maverick purchases are:
